Down Payments & LTV Limits in the UAE

Article Summary & Key Themes

Detailed breakdown of statutory Loan-to-Value thresholds across expatriates, nationals, second homes, and off-plan properties.

One of the most frequent questions prospective property buyers ask is: how much cash down payment do I actually need to buy a home in Dubai? In the UAE, the answer is governed directly by Central Bank regulations.

The Central Bank Mortgage Cap Regulations

The Central Bank of the UAE introduced strict Loan-to-Value (LTV) limits under Notice 31/2013 and subsequent circulars. These caps are designed to protect both the domestic banking sector and consumers from excessive leverage.

First-Time Home Buyers

If you are acquiring your first home in the UAE for owner-occupation:

  • Expatriate residents qualify for up to 80% LTV on properties valued at or below AED 5 million. This translates to a minimum 20% down payment. For properties above AED 5 million, the LTV reduces to 70% (30% down payment).
  • UAE Nationals qualify for up to 85% LTV on homes up to AED 5 million (15% down payment) and 75% LTV on amounts above that threshold.

Second Properties and Investment Purchases

When purchasing a second or subsequent home (such as a buy-to-let or holiday home), leverage is restricted to 60% LTV for expatriates (40% down payment) and 65% LTV for UAE Nationals.

Off-Plan Properties

For properties under construction, the Central Bank caps bank finance at 50% LTV across all borrower categories. The remaining 50% must be funded directly by the purchaser according to the developer construction milestone schedule.

Rate Risk Notice: Fixed rates usually last 1–5 years. After that your rate typically follows EIBOR plus the lender's margin, so payments can go up or down.
